I have tried reinstalling SimSettlements, and I have also tried downloading it manually and then adding it to vortex as opposed to letting vortex download it normally. I have tried starting a completely new save with only the SimSettlements.esm, StartMeUp.esp, and the ESL's and I still get a CTD at the same point. If I disable everything but SimSettlements.esm, StartMeUp.esp, and the various ESL's, I CTD as soon as I would discover Sanctuary. If I have everything enabled except for SimSettlements related stuff, I can enter sanctuary fine.
